Stuck here When booting from USB

Hey guys , so i have this problem where i make a Bootable USB to install Windows 10 and it Gets stuck here .

Core 2 Duo e7300 OC to 3.5ghz 

2gb DDR2 RAM 800Mhz

Seagate 750GB 7200rpm

400watt PSU

Ati HD5450 2gb

gigabyte ga g31m es2c

-I tried movong my HDD to another PC and it did the same 

(Btw i want a fresh Install)
