DDR4 3000Mhz would typically be better than DDR4 2400MHz (assuming all else is the same).
How much of a benefit would depend on numerous factors, such as the CPU in the system as well as what tasks you are trying to perform.

Typically there isn't much of a huge cost difference between 2400MHz and 3000MHz memory at the moment; only $5-$10 difference on a lot of models of RAM. Compared to the rest of the cost of RAM, it's only a small cost difference. For that reason if you are purchasing RAM you are better off getting the faster memory that is compatible with the rest of the system.

I plan on using it for gaming. the cpu is a ryzen 3 2200g and I should also probably say that I live in the philippine so getting a decent part for a reasonable price is hard

but is the improvement significant enough for the price difference(a difference of around $40-80 here in the Philippines)

AMDs new generation of processors, and in particular the 2200G, benefit greatly from faster speed.
Additionally, if you are planning on using the integrated gpu of the 2200G then it will rely on using the system RAM for its "VRAM" (video memory). This means that the GPU inside the CPU needs to constantly communicate with the RAM, and having faster RAM will help with performance.

Here's some videos that shows the difference in games between different memory frequencies with the AMD 2200G.

That price difference doesn't sound right, even for the Philippines. It should be about US $5-$10 price difference between a 2400Mhz kit and 3000Mhz kit of the same series/manufacturer. $80 difference would be enough to buy another 8GB of RAM.

What capacity and configuration are you looking at? 2x4GB to give 8GB total? 2x8GB to give 16GB total?

after a bit more digging, it came out to be around $20-40 difference(I looked in some other sources but some of the is only up to 2400) I don't really care if it's dual or single channel but at least 8gb of ram should be enough

Which motherboard are you using?
If possible, choose a motherboard with 4 DIMM (RAM) slots as that will allow the most flexibility when/if you choose to add additional memory later.

I actually want to cut some edges for the motherboard since I'm probably gonna swap it next year

Yes it is. Also I'm pretty sure majority of 2400MHz kits can be overclocked to 2933 manually.
