Only 28% GPU usage while playing a game, causes FPS drops

First things first, I have a 1080 and I'm playing on a 2560x1080 monitor so I have more than enough power for this game. Whenever I get into combat in Black Desert Online the frames drop from around 80 to the 40s and even 30s at times. My boyfriend has a 1070 and never gets these frame drops on the same settings and another one of my friends who has a 390 doesn't either.

 

Why isn't my GPU being used like it should?

Nope, temps are all normal

mabye cpu throttling? i dont thiunk so as a ryzen 5 should be fine. check cpu usage. it might be a cpu based game and check ram usage/

CPU usage seems fine too. Friend has an FX8350 and is fine.

Your PSU may not be powerful enough or your pc might be in like a low power mode

No. If a power supply cannot provide enought power the voltage will decrease. That means that it can no longer supply 3V 5V and 12V to the computer and the voltage will drop. At that point the pc will simply shut off because the components cannot function at lower voltages. And also 650W is plenty for a 1080

Did you try updating / reinstalling your gpu drivers? Also what sort of monitoring software do you use. Also does this happen in other games too?
