So I stream to twitch and YouTube directly from the PS4, I need a computer to run the PlayStation Remote Play and Stramlabs OBS. Will a computer with a core I-5 7400 work or do I need a computer with a designated graphics card? So your normal computer or a gaming computer?

you sound like you already have the i5 PC. In that case why dont you try it first? If it turns out to be a stuttery mess, add a cheap GTX card like the 1050, then use NVENC encoder in OBS. Before you add a card in there, check whether the PSU is any good.

According to the Remote Play FAQ on Sony's site:

 

Windows PC

  • A computer with either of the following operating systems.
    • Windows 8.1 (32-bit or 64-bit)
    • Windows 10 (32-bit or 64-bit)
  • Intel® Core™ i5-560M Processor 2.67 GHz or faster
  • Intel Core i5-2450M Processor 2.50 GHz or faster
    When setting [Video Quality for Remote Play] > [Resolution] to [Best (1080p)] and [Frame Rate] to [High] on a PS4™ system (CUH-7000 series).
  • 100 MB or more of available storage
  • 2 GB or more of RAM
  • 1024 × 768 or higher display resolution
  • Sound card
  • USB port

So it sounds like all the graphics processing is happening on the playstation and it's essentially streaming to the PC, which you'll then be capturing in OBS to try and stream, so a graphics card probably won't be as big a priority as having a bare minimum of 8GB of ram and probably 6+ cores to do both the playstation stream and the OBS encoding at the same time, but you'll have to play around with settings in both to be sure. I'd run it as is and see.
