You don't need the after market cooler exactly.

 

Save the rest of your budget for a better GPU in the near future

 

an R3 2200G is a better value than that R5 chip.

 You can also get a 560 instead of the 1050 ti or the new 3gb version of the 1050, i would not recommend getting the 1050 becuase 2gb of vram is not enough.
