I recently upgraded my pc, i put a gtx 1060 5g 6GB gpu in and upgraded some other components, but when im playing a game, i get low fps along with drops and stuttering. The gpu does not run at 90+% in 90% of the games i play. My cpu also runs at around 40% 1.8ghz, it is an intel i5 4460 4th gen that ive had for about 5 years now so im beginning to think its time for an i5 8600k coffee lake and hope it will all work then since i cannot figure out what the problem is but im still trying to fix it because i would also need to upgrade my motherboard and get new ram. My current motherboard only supports ddr3 ram and the older series cpu's. In the aorus graphics engine which i can controll the clock speeds of the gpu, i can change it from gaming mode to overclock mode and no noticeable changes happen

Here is a list of the things ive tried:

-turn v-sync off

-Malware bytes, AVG Scans (no errors)

-DDU

-update drivers (Windows, GPU)

-check hdd's and ssd for errors

-verify cache of steam game

-(all drivers are up to date)

Specs:

-MSI Z97 Gaming 3

-Intel I5 4460

-Geforce GTX 1060 6GB

-Cooler Master 650W (80+)

-1x 250GB SSD, 2x 1TB HDD

-4x 4GB G.skill Ripjaws (DDR3)

-Fan cooled (no overheating)

-Windows 10
