If it was a common issue it would have been fixed before release since the start button not working is pretty damn interface breaking for most of the population. If you can give them enough information to reproduce it, they'll fix it.

If this is a problem that you've had for years, then there must be some aspect of your software or hardware configuration that's causing this to happen, so if you can give us more information we might actually be able to help, but what you posted is incredibly unhelpful.

Out of interest, do you use any third party tools like "shut up windows 10"? Some of these break Cortana, which can stop the start menu working.

If it works on other accounts, then its profile related.

You could try rebuilding the AppManifest. Open Powershell as Administrator and run this:

Get-AppXPackage -AllUsers | Foreach {Add-AppxPackage -DisableDevelopmentMode -Register "$($_.InstallLocation)\AppXManifest.xml"}

If it still doesn't work then I would re-create your profile. Normally what i do is create a temp administrator account. Login to that account. Rename your C:\Users profile folder, then delete your old profile from User Management. Create a new user account, login and move all the data i want from my profile backup folder to my new profile.
