Looks good, 
only things to keep in mind,

Ryzen uses performs best with "good" RAM, I kept the 2400 speeds, im from Canada, so alone that was like close to $300 for 16Gb.

 

But id suggest upgrading to 16Gb if posible, it would do you much better then 8Gb.

 

And for the SSD, I dont see a Hardrive... You might want one. 

For a Gaming PC, Not gonna hold a lot of games on a 240GB SSD.

just having a sdd is temp thing. i can't get 16gb in the under 700$ thats way the mobo has four slots for upgrads down the road.

Maybe his brother only has that much saved up and cannot spend more and would like to get the best bang for the buck PC while staying under that budget.

if u can spend 600$ on a pc u can save another 100$, because there is more important things in life then a pc , if u can afford that much on one already ... theres no excuse to not able to save more

 

the problem usually is... ppl want stuff instantly
