This has been built into Windows itself for a long time.

On your desktop, right click, 'Personalize' and now you're in the wallpaper (plus more) category. Set background to slideshow, pick a folder with images and set it to change wallpaper every.. However much time, like an hour.

I usually get my wallpapers from here. Then you can do this:

You may also be able to find a RainMeter plugin for it.

Several monitor managers do this as free preview. Though you might just use Steam sale and get DisplayFusion. It supports several databases for automatic switching.
