CPU is forcing max frequency, Please help me

My CPU (7700K) is sitting at 5 ghz and isn't adjusting while it is at idle, this all started right after I closed out of doom, I went into a game of overwatch right afterwards and I was very choppy and laggy, which it isn't normally. I know that it isn't good for you to force constant voltage through your processor and I was wondering if anyone knew a way of fixing this or if this was OK. I have tried Re seating my Ram, CPU, and CPU power cable and even tried setting my bios to optimized defaults. I have also tried underclocking it and just overclocking it less.

Is windows power plan set to high performance? If so, that would be the issue.

Having a constant voltage or frequency isn't necessarily a bad thing, unless of course you're using suicide volts. Yes, it will increase your power consumption, but it will still be lower than when the CPU is being utilized. It shouldn't negatively affect the lifespan of the component.

 

Odds are your Windows power plan is the culprit. Make sure your plan is set to balanced, or that your minimum CPU state is set to 99% or lower.

like the others said it is likely windows power plan but try clearing the cmos as that should set your bios back to the default settings.
