R9-290. It's better to go powerful single card so you can crossfire later if needed and there are problems with crossfire.

2x 7970s because they have better coolers than the 290x and run cooler , also you can mine with them

Between the two options, 290X just because lower power consumption and no need for worrying about CrossfireX compatibility.

Get an R9 290 (non-X) now and you'd be able to game at max setting for a whole slew of games. IF and when you feel you want better performance, grab a 2nd card, should be cheaper by then. As a former HD7970 3 way CF user, and presently dual R9 290X CF user, nothing is as awesome as these cards when you play a game at max setting @1080p/1200P and still net >100fps in many games, inlcuding BF3.
