A question.
I have a 1060 6gb and an amd 8370, 8gb ram and I'm using Windows 10.
Why do I have huge fps drops in all the games I play? I know it can be anything, but I tried several things and none worked.
Things I checked:
-voltage and temperature of the CPU and GPU
-drivers(gpu,chipset,etc.) / registry errors / windows updates
-Clean drivers installation with DDU
-hdd defragmentation
-even i changed my psu recently

-i checked processes
-------------------------------------------------------------

This is a benchmark i tried with Heaven benchmark:

unknown.png?width=707&height=598

I start the game with 120 fps and then it drops to 15-20 fps every 30 seconds.

My build:

Win10 64-bit

AMD FX-8370e 4.3ghz

8gb RAM DDR3 1333mhz

ASRock 960GM-VGS3 FX

MSI GTX 1060 6gb

Seasonic M12ii 620w Evo Edition 80 Plus Bronze

PD: Sorry for my bad english, im from Argentina

UPDATE: In the end, the vrm´s from my motherboard was getting a high temperature. I temporary fix it putting 2 fans straight to the motherboard.

I would say the CPU, but you shouldn't be getting drops that big. Run HWMonitor in the background and play a game for a few minutes. Close the game and check what hit 100% usage.

Because the CPU is shit? AMD's old architecture is horrible for gaming.

Upgrade to an i5 8400 with a B360 board and 8GB of ram.

What power supply do you have?

Seasonic M12ii 620W.

I was looking at benchmarks and people with the same build and it worked pretty well for them.

Yeah you need a new cpu, I used to have that amd architecture and it gave me hell with my 1060, so i switched to and now use a core i3 8100 with my 1060 and it runs perfect, fps is constant 60 for me, (on a 60 hz monitor)keep in mind the 8th gen core i3 are quad cores not dual, so u can get em cheap too. Motherboards aren't too bad, depending on ur budget u could go for a core i3 8350k and overclock it

Clearly the cpu

I didn't think it would cause drops that big.  Whatever games you're playing are probably poorly optimized for AMD as well.

If you don't want to avoid having to upgrade your RAM, look for a used LGA1155 motherboard (non OEM, so no Dell, HP, etc) and an i5-3470.  It won't cost you that much, and it will probably only cost around $80US.   If you can spend a little more; (we'll need to know the country you're in and a budget), a Ryzen or 8th Gen i5 CPU is what you should go after.

Im from Argentina, and im not in condition of upgrade nothing.

Also im not even sure if that will work. I see other people with the same build and they dont have any trouble.

Well try turning down the CPU-intensive settings in games.  Think of physics related stuff.  Shadows, draw distance, etc.

Since i have a fairly similar rig and don't have such issues (Even have the older FX-8350) i would suggest you first to check your Board and if your Graphics card is indeed in PCIe1 slot.
Second i would check is that the board has, as far as the product page says, onboard graphics. Make sure its turned completely off! Check Bios, maybe look for drivers for that (Integrated AMD Radeon 3000 graphics)
