I'm very noob on consoles... basically I have friends who play games on PS4 I can cross-play with on PC, that part is not a problem. At the moment I'd have to fire up the PS4 just to voice chat with them. Is there another way to do that without the PS4? I found a Playstation mobile app that seems useless. Anything else I'm missing?

They don't want to use other PC/mobile apps like discord.

Not that this helps you, but this was why I kept my PS Vita. I used it for VC.

Hmm... would that apply to a PSP too? :D Or are Vitas cheap enough to get one now just for that use?

Then you can only get another Playstation.

I don't know if you can talk to PS4 Players with a PS3 but it doesn't seem that way....

The point was on having something more convenient to use than a PS4. A PS3 doesn't fit that even if it works.

Anyway, I guess my searching wasn't failed, there just isn't another way...

A used Vita is more expensive than a PS4.

So get a new PS4...
