As far as expected temperatures go, you're not gonna get below ambient temperature unless you're using liquid nitrogen or phase-change cooling.

 

Usual idle temperatures(regardless of settings) are 30-35 degrees Celsius. Usual load is 60-65.

Is it used and cheap? Go for an R5 2600 at this point

I haven't watched Ryzen that closely, but isn't the 2600 almost identical to the 1600?

Ryzen 2 is a pretty decent jump, well worth it unless ryzen gen 1 is a lot cheaper
