I'd go with a lower end motherboard, and get a H115i or H110i over the X62. Why two SSDs? Why NVMe?

Yes.

 

H115i is a bit cooler for less I believe.

 

Just get a large SATA one and partition it, or just use it as on partition...

In Windows you can "partition" a single drive to make it appear as two drives. With the amount of storage you want, of course combined not over the maximum capacity...

But now I think about it it seems pointless to have a drive for the os bc its just when you start the computer it madders. Right?

It's the OS, it encompasses everything. However you could just do one large shared drive and it'll be fine, but I don't really recommend partitioning.

Well then you could easily just get a cheaper R5 2600, whole build could easily be like $1500 with a 1070ti

Future proof doesn't exist, for 60hz gaming any modern CPU is fine, next generation GPUs are coming soon enough that will be faster than a 1080ti, leaving yourself with $1000+ to buy whatever on top of the PC is likely a good idea when you get 80% of the performance for way less money

So what Amd card or nidea crad would you reccomend? For 4k high settings or ultra if able at 60hz

You can do that with a 1080ti, or you can live with like medium-high settings and save a good chunk of money with a GTX 1070ti

X470 also gets you StoreMI, which will speed up the hard drive in your system after a few loads, effective 2TBs of fast storage
