I assume you are prepared to upgrade to the 8700k in the future?

Make sure it's not the G1 or NEX supernova, the G2 and G3 are better, or even those from other brands like Seasonic Focus Plus Gold or Corsair TXM, just not G1 or nex.

which 1070ti are you looking at?

There are some cases available out there that look much better, in my opinion. Here is a link to my current favourite.

If you want reasonable GPU prices, you should look at the Chinese brand "Colorful". Linus featured a few of their cards before, and as far as I can tell, they are fairly reasonably priced from a quick glance. Here is a link to their GPU page. They also do motherboards and their power supplies are pretty good once you get into the higher price range.

Please use pcpartpicker. Also all of those pricings were listed in GBP and not the Euro. Also dont go with an unlocked chip with amobo that cant overclock.

Im gonna stand by the post i posted earlier. You can add what you want as extras. Things like OS and case and more storage. Its more of a template than a complete build

The box cooler that comes with the 8400 works.

If it was the 8700 you would need a new cooler.

Since the 8400 cant be overclocked it will be fine. Once you upgrade the CPU you need to grab a new cooler. Something line the Dark Rock (pro) 4 or an AIO or a different tower cooler

not really. grab the cheapest double fan model that isnt called ARMOR. thats all i can say. generally the bigger the cooler the better. usually i just roll with the cheapest. like the one i selected in the build

Just grab the 3000 memmory. Its relativly cheap and you can use it for later builds due to it higher speed. Doesnt matter majorly, but for tiny ammount you spend extra it is clearly worth it imo
