game server issues

So my favorite game was recently taken off steam by its devs and all the official servers were shut down.

 

i have been hosting my own private servers for a few months now but i have run into some strange issues

 

specific players are having problems joining my server. they try to connect and are disconnected.

I cannot seem to find a pattern in the players it affects other then it tends to happen to people on the west coast more often.

 

currently i have a business grade internet connection from spectrum and im hosting the servers on 2 machines to test, one machine is an i3 2120 running on a asus h67 motherboard and the other is a dual x5660 system running as a VM.

my router is an asus ac1900 with the latest firmware.

 

i have tested with and without a firewall, with and without raw sockets, with and without anti-virus running on the client and the server, i have given the players admin privileges, had them connect directly via ip, forward ports in their router.

 

both servers host players from all over the world without much problem except specific players.

 

the devs do not care about this game anymore and as such i do not have the ability to log connections or really any trouble shooting tools.

i have run out of ideas on what the problem is and i was hoping that one of you guys did

To me it sounds more like it is on their end, possibly ISP (blocking ports) or even just their antivirus/firewall causing issues.

i was kinda thinking that would be the case, it strange because im using the same ports that the devs used.
