Because of the single channel RAM and taking the risk on the B350 board having an updated BIOS, I would avoid #2, but both have odd choices.

How much streaming? For a living, or just occasionally?

Assuming you're just streaming occasionally, and mostly gaming at 1440p, something like this. Alternatively, swap the CPU for the 2600 and add a $40-60 air cooler.
