updated my build to 1100 dollar budget. pretty much identical to @Streetguru build, but i took a cheaper case with a 2700x instead of the 2700. also payed 10 bucks extra for fully modular PSU and it has a 1 TB HDD instead of the 2 TB one he picked up. 

 

also changed the RAM that way it isnt blue........... it costed a few extra pennies (i think its worth it)

What games? In the current market it may just be worth living with a Ryzen APU, which can still stream using ReLive, then buying a better GPU later.

Well all of those can run on the intergrated graphics of an APU...so you can probably get away with like a $600 max PC

She wants a 1000 dollar pc just in case for future games, so Im not so sure about the 600$ pc. Also she uses obs so dont think she'll use relive

Only issue being horrible GPU prices/availability.

R7 2700/X + RX 580 8GB/1060 6GB should be fine in any event.

Whatever has the cheaper GPU, or if it's the same AMD, for potential free-sync savings

Just add the SSD later to get it under budget, or get a crappy case.

With X470 you get StoreMI, which is really great software, should be able to just drop in the SSD and it'll speed up the 2TB hard drive with a few loads

Different cooler better cooler with RGB, higher clocks due to access to prescision boost 2 and XFR2 meaning it doesnt need to be overclocked to be utilized to its full potential. An OC'ed 2700 with adecuate cooling will be the same or slightly worse than 2700x depending in the benchmark and workload
