CPU thermal throttle at 70°C?

I am pretty sure its not throttling, your cpu has a base clock of 2.5ghz, you probably seen it go to 2498-2499mhz. Intel Turbo Boost only works when temperatures are below a certain threshold and you seem to discovered that point.

So I recently purchased a Lenovo Y520 laptop with a GTX 1050Ti and a core i5 7300HQ. When playing games, the cpu and gpu doesn't get warmer than 70°C. But I noticed that one game (PUBG) became laggy after a while. So I monitored it in MSI Afterburner, and I saw that after some time, the CPU speed drops from 3,2GHZ to about 2.4GHZ. Downloaded Lenovo NerveSense, and tried with extreme cooling. Using this, as the temps got lower, the clock speed jumped back to 3-3,2GHZ. Turning it off, only saw 75-78°C untill the clock speed went back to 2.4GHZ. Is it normal to throttle at this temperature? As I read, some laptops run at higher temps than this. I play on a plain table, so airflow is not an issue.

possibly that Lenovo programmed the BIOS to slow down earlier to not burn people's laps
