it's up to you :) GOTY includes the DLC's and some other stuff you can read in the description, you don't have to play the DLC's, they're not related to the story at all, adds probably around 30-40 hours for the two expansions, they're challenging and fun :D

But would you recommend getting the goty edition ? Or should i buy the dlc after i played the game, and also, should i wait for the sales or is it worth the whole price ?

also for Witcher 3, just get past the tutorial and some other stuff :) trust me the more you play the more you'll love it, the story and world is very immersive.

whats the price for GOTY and basic? i didn't like one of the expansions much (forgot which one), but the other one was freaking fantastic, i guess i suggest getting the basic?

i have no idea, i really can't tell you how to spend your money, it's really up to you, but you're not losing anything if you get the basic edition, you can buy the expansions later if you like the game.
