Its BF4, the worlds worst optimized game. We are all having low frames.

I would say it's still very optimized and buggy. I have 2 7950s in crossfire which are faster than a 780Ti, so really I should never be below 60FPS, but like you, on some maps it does go down to 40FPS or so at times. (Ultra, 1440p)

Is the GPU-Z with the OC or before? What resolution are you playing at?

Multiplayer maps are notorious for being very hard on the CPU, so perhaps the CPU is having a tough time with the game.

I'm sure you've properly set your Nvidia settings? You don't want to use adaptive mode under power management. Set that to "prefer maximum performance". That should help a little.

BF4 is just very poorly optimized. I have SLI 770s, and it doesnt seem to matter if i'm playing on High or Ultra. I get the same FPS.

If i look in one direction i get 125 fps, but in another it'll drop down to 55.

Where would i find Power management? Is it in the Nvidia drivers or part of windows 7?

Reset your OC and then pull of GPU-Z and see what happens.

Oh lol, I mistyped that pretty bad.

I meant pull up GPU-Z while you do your overclock again and see if it changes. Mine changes right after I hit apply to Precision.

right click desktop > Nvidia control panel > Manage 3D settings > choose BF4 EXE program > set power management mode to "prefer maximum performance".

This will stop the card from randomly down clocking itself while in game. (because in some spots max is not needed).

Also windows 7 just plain sucks for this game. I had to upgrade.

It cant be that hard to do. But then again, we can't discuss such matters on this forum.

I went from Win 7 was getting 40-60 fps with a GTX 770 Lightning on ULTRA. Installed Windows 8.1 and my fps went up on ULTRA 90-100 with AA off 120-140. Windows 8.1 did the trick runs silky smooth now.

Well something seems jacked up because that shouldn't be happening. You're using Precision correct? Set it to default, set the temp and power limit to max, go into overvolting and set that to max. Run a benchmark or something and check watch the GPU usage and make sure it's hitting 99%.

You should be getting a lot more FPS at 1080p than that. I get more with my 780 Classified at 1440p.
