Take the Focus Gold into account, from 450W all the way up to 750W it's the exact same design, only with more capable rectifiers and probably a different fan curve profile I assume.

Also a 1070 Ti doesn't pull 450W when overclocked, that's utter crap. It pulls 178W in average while gaming according to TPU, say 250W MAX for OC. 450W is an imaginative number it won't pull unless you extremely overclock it.

OK but that's one unit. Most 450W units are lower quality than their 550W and up brethren.

Whisper M, Formula, CX, CXm, Pure Power 10, Straight Power 11... all are the same - the 450w and 550w are identical apart for current capability on a couple parts and (potentially) a more aggressive fan on higher wattage units.

You're cherry-picking the few brands that make good 450s. Very few 450Ws are good quality full/GQ-style semimodular modular units.

Please give an example of a 550w that is significantly better than it's 450w counterpart. Cherry-picking literalyl every good 450w out there is less cherry-picking and more proving a point that 450w and 550w units are of similar quality.
