Do you need anything other than the PC itself such as a monitor, keyboard, mouse, etc?

I would suggest looking for a used PC with a 3000 or 4000 series i5 or i7 and a 970 GPU though, new is going to be tough at that price if you need peripherals.

EDIT its a micro ATX board go for a full ATX board, get a 24in? 1080p monitor for the lowest price you can find

With a monitor, this is about the best I can come up with.

Drop the SSD or HDD if you have something you can reuse from elsewhere and you'll be in budget.

I went with the Gigabyte board because it was $10 more than the cheapest B350 board and offered 2 extra RAM slots for future additional RAM.

Edit:

If you can find a used/cheaper monitor then I would go that route. Poke around craigslist and whatnot, see what you can dig up there as there might be a good deal which will cut the cost down from having to buy new.

 

Edit-2:

If you can't get a used monitor or something and HAVE to drop a part from the list and don't have a spare HDD around, drop the SSD. As mentioned below it's definitely worth it though if you can afford it but if not then go without for now.

Yah, I forgot to edit that in to drop the SSD if all else fails but I would say it's definitely worth it in the end :)
