I was doing some research on streaming and there is a debate on buying a Streaming PC is better than buying 2 GPU for one MOBO...cause it doesnt strain the CPU....so question im asking is is it better to have a Streaming PC or better to have 2 GPU to stream with a quality/better MOBO and CPU for streaming???

Best is streaming PC with CPU encoding as far as i know. Streaming PC will almost allways be better than doing it all on one pc, but it is not as cost efficient. 

 

Usually streamers use their previus build for encoding and a newer build for gaming.

Streaming on the gpu is not as high if quality as using hardware encoding using the cpu. The separate system will give the better quality stream which is why most big streamers use one or have a cpu capable of doing that and gaming at the same time. Using the gpu to stream is a very useful thing if you don't have the money for a better cpu and your current one isn't very capable to doing both encoding and running games at the same time with good fps.

Streaming pc. Two cards in one system won’t do anything.

A dual system is always going to be the better option. Simply because you're offloading ALL streaming to the second PC. However, of course, there's always the issue of complexity and the premium that you'll pay by using two computers

However, if you setup your streaming computer properly, a single PC can get just as good approach the quality of a dual system, however you'll take a performance hit frame rate wise.

There is also another option which is more or less in between a second and a single system. That is, just put a dedicated capture card in your computer.
