Refresh Rate in 720P

Basically you
1. Get "Custom Resolution Utility" (CRU)
2. Take note of your custom refresh settings and timings in Nvidia control panel
3. In CRU: Under "detailed resolutions," and "standard resolutions" add your custom to both keeping it as close to Nvidia settings as possible ("standard" you will just need your desired resolution and refresh rate, no need to touch "back porch" in "detailed").
4. Restart your computer.
5. Your resolution with refresh rate should be there in the game now.

After I did this, I could see that resolution with the refresh rate in any game (I tested GTA, Overwatch, and CS:GO and in the Nvidia control panel resolution options. I don't know why I couldn't pick 75Hz with 720p even though my monitor supports this refresh rate but CRU's a great way to bypass this problem!
