I don't know much about computers, but I really need to upgrade.

CPU: AMD FX-4300

GPU: GeForce GT730

Motherboard: MSI  760GMA-P34(FX) (MS76

 

I bought this computer a long time ago for gaming and now I have to run all games at low settings and I still never get over 60 fps.

I tried playing Rainbow Six siege with absolutely everything at its lowest, including resolution, and I still only got 15-20 fps. When I tried playing just cause 3, it literally ran at 7 fps. 

I know that both my GPU and CPU are not the best, but I need to know which one is in more dire need of upgrading because I don't have the money to upgrade both. I'm looking to have a budget of 200-300 $. All I want is to be able to run games on medium settings and have my fps be over 60. Thank you in advance.

i'd say go for a gtx 1050ti and a ryzen 3 chip, but u'd need to swap mobo, and perhaps psu. but if u want to spend only on one part, i'd say upgrade ur gpu

Ryzen 3 2200g, that integrated graphics already beats your 730 by a mile. Add a graphics card later.

OK, while some more details would be nice I will start based on current info to name the largest issues. First, that Gtx730 is hugely under powered for gaming, a newer  faster gtx 1030, 950, or 1050 would really boost your FPS, second that processor is aging and would have difficulty with many modern titles, I would upgrade to at least the equivalent of an i3 7300.

Well I will assume that you are OK with used components, and recommend this base prebuilt, this RAM, and this GPU. All for the grand price of $260 USD.

The CPU will only bottleneck somewhere over 60 FPS with any modern-ish GPU.

The FX 4300 is still a reasonable CPU for 1080p/60Hz gaming. You just need enough GPU for it. It's also likely he could use a SSD, as well. The CPU/Mobo is at the end of it's upgrade life, but that computer is still quite decent. I'd also recommend seeing if you can OC your RAM some, as you might find some improvements there, as well.
