System refusing to post after much troubleshooting

Hi there, I have an OEM system (Packard Bell iMedia S2870, i5 3340, GT920, 8GB ram) and it's refusing to post.
I've already stripped it down to apsolute minimum and i've sort of determined that the fault is the RAM, I just want clarification on this.

When ram is installed the system will not post, Fan raises RPM and stays there.
When there is no RAM in the system I get a long beep.
The CPU gets hot for both.

The hard drive was also dead when i removed it.

Both cases refuse to output video.
Do i need to test another PSU (I do have one, It's about 70 miles away though)
I don't have another set of DDR3 ram to test with. (I'm currently asking a couple friends though)

Done that, It's 2x4 GB, Tried each of them in varying slots multiple times.

Haven't got one, I've been trying with igpu but the GPU doesn't seem to work either, It's definitely a post issue.

Tried clearing the bios via jumper on the board?

I'd say it could be faulty CPU.

 

Come to think of it how did u know Hard disk was dead when system wouldnt post?

I tried it in my NAS, CPU heats up and does give postcodes when there is no ram so it shouldn't be faulty.

Have u looked at the error code at what it stops at online to see what it means?

Its not got one of those fancy panels, It's a 2012 board and only has a speaker, It gives no beeps when posting if ram is installed, But It'll give me one with no ram installed.
