Location? I assume the US but want to make sure.

Do you need peripherals? Monitor?

Well if your budget is $1000 USD including peripherals then you may be hard pressed. But here's one without the peripherals https://pcpartpicker.com/list/Zgs89J

Here is another that is microATX but would still work fine for gaming with good frames, gives you a little bit more wiggle room for a monitor and kb https://pcpartpicker.com/list/c9nxsZ

I kept the Z370 chipset just to give you an easier upgrade path if you overclock in the future. You can just drop in a K chip and be good to go.

If you have a microcenter nearby and you're looking for some dank RGB bling. You can get this today, but the deals are limited time, so buy soon.

CPU: R7 1700 $167.93 with combo after mail in rebate and taxes applied.

Cooler: Master Liquid Lite 120 RGB $0 FREE WITH CASE

Motherboard: Asus STRIX B-350-F $85.39 with combo after mail in rebate and taxes applied

http://www.microcenter.com/product/480185/ROG_STRIX_B350-F_Gaming_AM4_ATX_AMD_Motherboard

Memory: 16 GB G.Skill Trident Z RGB @ 3200mhz $179.99. This RAM isn't on the QVL, but should run ok at least stock 2133 MHz. You can try and manually tune these to 2400MHz or higher.

Storage: WD Blue M.2 500GB SATAIII $109.99 https://www.newegg.com/Product/Product.aspx?Item=N82E16820250091&cm_re=wd_blue_500gb-_-20-250-091-_-Product

Video Card: ASUS STRIX GTX 1060 6GB $340.46 after mail in rebate and $0.47 postage https://www.newegg.com/Product/Product.aspx?Item=N82E16814126113

Case: H500p (Non Mesh) $90.45 after mail in rebate and shipping (includes postage) https://www.newegg.com/Product/Product.aspx?Item=N82E16811119327&ignorebbr=1&nm_mc=KNC-GoogleAdwords-PC&cm_mmc=KNC-GoogleAdwords-PC-_-pla-_-Cases+(Computer+Cases+-+ATX+Form)-_-N82E16811119327&gclid=EAIaIQobChMIua6u9N6e2wIVjMDACh1IOQd5EAQYASABEgJ1RvD_BwE&gclsrc=aw.ds

Power Supply: Corsair CX550M $35.46 after MiR (includes postage) https://www.newegg.com/Product/Product.aspx?Item=N82E16817139147&cm_re=cx550m-_-17-139-147-_-Product

Total $1009.68 after taxes, Rebates, and postage paid for rebates.

For a RGB-ified dank-BOX, this isnt bad. For a another $15 you can get a mesh front panel and for another $23 you can get a PCIe riser to use the case's vertical mount if thats you kind of thing. (riser will hurt GPU thermals)

Just a lot of mail in rebates...

Okay that could make it a bit harder with this budget then :P

Are you using a 60/75hz monitor or high refresh? you won't need to OC if youre only running 60/75 btw.

If you can grab a 1070, 144Hz should be a piece of cake.

Stay away from MSI's B350 boards, they are known to have bad VRMs. I would get an Asrock Pro4 instead.

I have to admit I'm not too knowledgeable about AMD stuff. If only he'd asked for an i5.
