For that sort of budget, go used. Plenty of off lease Business machines in the Core i3/i5 range are around 200 bucks at that price range.

Found this on pcpartpicker already done https://pcpartpicker.com/guide/DhLrxr/budget-homeoffice-build   note I would go for a cheaper motherboard probably ATX for expandability unless you like a smaller tower. Also with cheaper motherboard and ATX form factor a cheap atx case though this is only the r3 2200g

Try and find an old OptiPlex on eBay and buy a separate graphics card like a GTX 1050 or a GTX 750ti. They are still very capable cards these days, and can be found on the cheap. Your AMD system will be very slow and not worth $350. When buying an OptiPlex, make sure it has at least 4GB of ram, and a 4th gen i3 or i5. Some other people have also implied a Ryzen based system using integrated graphics. The integrated graphics on the Ryzen 3 2200g are very powerful and will play your games at a range of settings around medium at 1080p. Nothing higher though. When you have saved up some more, you can purchase a dedicated graphics card to make your games run smoother and look better.
