I am looking for build suggestions for a close friend of mine.  Her max budget will be $700.  She's looking to do some gaming and streaming.  She's also in need of a monitor.  Peripherals-wise, I think she will just use some cheap stuff she already has to save money.

Then @Herman Mcpootis 's build should work fine. Though that's getting really tight on a lot of parts.

For the price category, not really. You'd have to look for some pre-built or compromise on CPU pretty hard.

 

Which brings up a good question, I don't think I've seen great benchmarks on how many resources are needed to stream at X quality levels.

If the build by @Herman Mcpootis is good enough to play the games I mentioned and stream, then I'll just go with his.  It looks pretty fine to me.

Would be the step-down if you need space for other items, though there might be a cheaper Intel option at that range. (Would need to check motherboards)

 

Because of high RAM & GPU prices, we'd have previously gotten a lot better build for this price range.

 

@shamelesscomb that's with a 1080 Ti. With a 1050 Ti, it'll always be GPU limited, minus some Game Engine issues.

Not looking at the video, I can guess the results, OP mentioned streaming. A 1600 is light years ahead of an 8100 in terms of streaming.
