Cpu usage at 99% whilst streaming Fortnite and Low FPS

I'm a streamer on twitch, and I use to get a smooth and steady fps of 120 average. Now after I got a 2nd monitor and used my old one as a chat, browser and music, my cpu usage is getting on 99% and my frames drop to 80. It goes crazy from 80 to 100 to 60. I use NVENC and I have a GTX 1060 and I5 6600K. Do you guys know what the problem is? I will explain things more clearer if you ask certain types of questions.

Have you monitored temps using MSI Afterburner?

Follow up question: What's your cooler?

Do you have your monitor on which you play Fortnite connected to your GPU or CPU?

1. You switched from single to dual view

2. You're streaming on a quad core without hyperthreading.

 

That being said 60 FPS minimum is pretty decent, so I wouldn't worry to much about that.

I think my monitor which i play fortnite on is connected to my gpu because it leads to my gpu's plug thing
