7500 cant beat 1600 even if it's just purely gaming, so i5 can just get out of the way here.

No, 8400 is much better than 7500 in every way, while beating 1600 in games but losing in streaming. 8400 has 2 extra cores than 7500 and similar turbo clocks.

So would getting the Ryzen 5 1600 be ideal? Would the Ryzen 7 1700 be a potential upgrade?

Also is the difference in games between 8400 and 1600 large?

depends on how much you stream. If you only stream once in a while, then the 8400 is better because you can upgrade to the 8700, a far better gaming CPU than the Ryzen 7s. If you do stream a lot, then Ryzen 5 is a better deal for its upgrade path.

Depends on the game the gpu you are running and what settings. If you end up with a gpu bottleneck the cpu won't matter at that point. If there is a gpu bottleneck then you will see it a bit more in the r5 1600 and how bad depends on the game. Usually this is when trying to hit higher fps not trying to hit something like 60fps.
