Hello I'm new.

 

After having my pc fixed, it seems to be a bit strange. Google Chrome no longer opens, and Internet Explorer's bookmarks are missing. When I tried to download Chrome, a message said that there was an error and I had to contact the vendor. And my desktop background was missing. It was a blank white screen, but the icons were preserved. I have no idea what to do, so can you guys help?

So much fro sending it out to get fixed lol. Under Control Panel > System, see if your Windows license is activated.

Check the health of your hard drive. An unactivated Windows will not give you those issues, but a failing hard drive could.

UPDATE: I just tried out Microsoft Word and when I tried to save the document, a window popped up saying that I needed permission. I clicked continue, and it let me save it. But when I tried to open the file, it said that Word could not create the file and to check temp or something. I then clicked Okay and it let me access it. Please, any help? Thanks.

Seemed fine? What tools did you use to check the health of the drive?

Well, I didn't use a software. I looked at it in person and nothing was physically damaged. Also, the issues with the documents is that I don't have permission to access them. I don't think it's the hard drive.

Check it with real software, bad sectors will certain cause the issues you are having.

If it's a prebuilt machine then most likely what has happened is you have a "corrupted" OS installation.

When these machines are built a single CD image is also created that has an OS + drivers + software. This image is never updated, so you are most likely running very old drivers, unless if Windows updated them, which would only provide the bare minimum to get that piece of hardware / software to run.
when you send it for repair they will see if it's hardware or software failure, if it's hardware then that piece is changed, if it's software then they put the disk in and run the image.
This will keep your personal folders intact but it causes more issues then it's worth. That's not their problem tho so it's never fixed. Does it boot? Is it stable? does it run as said on the box? if all Yes then it's shipped back to you.

However all your personal adjustments are void. It leaves you with broken software, a corrupted registry, invalid links, stock installations of software and so much more....
For instance, When you install MS word a registry needs to be created to give MS word permission to save to the C drive. That's now gone and so you need to give it permission each time you want to save the document unless you reinstall the program.
Back ground images are also pointed to by the reg.

 

You're better off formatting yourself as it will take too long manually fixing it yourself.

It's not a race to the bottom.

I bought this pc in 2013, and it broke down in 2018. Five years it lasted, and ran everything fine. Had the motherboard fixed, and everything changed. And many files and applications won't open/run unless it's in safe mode. Even downloading larger files couldn't be done unless in safe mode. This must be a registry/permissions issue as you said; how do you fix it? Thanks.

I would back everything up and nuke the PC and start fresh.
You have no idea what they have done to the OS so it could take weeks to fix. You'll need to find, troubleshoot then fix the problems one by one.
Or format in less than 30 minutes. An hour max to reinstall everything and be on with your day.

It's not a race to the bottom.
