not shutting down or starting up properly

been having this issue for roughly a week or so, when i go to turn computer off, everything shuts down execpt for whats plugged into the board fans, peripherals, usb anything. to turn it off fully i have to either unplug the main power cable or flick the switch, then to turn it on again i have to pull the 24pin from the board then plug it in and then hit power button soon after or its like its not even plugged in

List your system specs.. Especially the power supply.
