Quite a few OEM builds like that have a different CPU fan than the original Intel ones. I've seen a fair few "Business PC's" that have some shitty Coolermaster 80mm fans on the CPU blocks. They're usually stuck in an office and never opened to be fair lol

 

Also, @Emran Elsamra send the 1030 back and get a refund. Then the parts you should work on are (in this order):

 

New case and PSU - Just transplant your old motherboard into the new case. This will help with your GPU clearance issues in future. Doesn't have to be fancy, cases are cheap and a decent enough 400-500W PSU can be had for fairly cheap.

Additional RAM - Another stick to complement whatever you've already got in there. (I think only 1 slot is being used at the minute? Perhaps you could tell us what RAM is currently in there?)

Used graphics card - I don't know where you are, but for $100 you should be able to get something decent to game on, but go for an older generation of card. Low end 10xx series card are not worth the money. Something like a 750Ti might be in your price range and can run games like GTA V at playable levels.

Unfortunately it seems like it is the motherboard, rather than the case, that is causing gpu clearance issues. The ATX cable is right under the x16 slot. The case actually seems fine for short single slot cards. But yeah OP, if your motherboard has standard hole spacing, try asking around for a case with a little more room.

That motherboard is likely to not fit in a standard case, same with the CPU cooler,  if you were to replace it then you will need a new motherboard, new case, new CPU cooler.

 

Pretty much the only parts you could use are the CPU, Memory and Hard Drives, everything else need to be replaced.

I didn't spot the 24pin was blocking the slot...by god thats a horrible place to put it. A further option then is a used LGA 1151 mobo...but it's all adding to this kids budget. Looks like if he wants to upgrade at all he's got to ditch the mobo, case and PSU and go from there.

 

Or get a riser like @Fixinit1 suggested.

I’ve got an slightly older HP Pro 3500, it’s built the same way.

The Motherboard should be a standard mATX one, just flipped with the PCIe ports on the upper side.

The cooler should be screwed either to threads in the motherboard or into a backplate, can’t remember and don’t want to take mine apart right now.

It should even have a standard slot bracket and ATX PSU.

I remember back in '95 when I got my first PC.  It was a Compaq Presario with a Pentium, 90MHz.  I tried upgrading it to a VooDoo2 video card, but I couldn't.  Fast forward 23 years, and I have a custom built, water cooled, R7 2700x with 1080 Ti.  We all start from nothing, and with the proper support and determination, we can achieve great things.

 

So yea, the response from Fixinit1  was uncalled for.  Let's better supportive here, and help the kid out?

 

In any case, I would agree with the suggestion given above.  Buy a reasonably cheap case, and transfer the components and fit in that 1030.  Should run you $50-75.

That's a nice setup tho, those hd 530 graphics are better than my laptop's dgpu lol, you can play rocket, overwatch and csgo at 1080p60 (overwatch may need some render downscale)i would,myself, save up money and buy a bigger case(maybe a new mobo) and rebuild in a new case(with that 1030 of yours)

You should focus on doing something with your own PC right now, and not rely on this hope of being given a system. Good luck with your upgrades, whatever path you go with them.
