Do GPU clock speeds matter? Will you notice a difference between 1700Mhz and 1800Mhz? Is it worth to pay the extra $30-50?

Yes; possibly; no.

Couple FPS difference depending on the game.

 

You'll be able to manually OC higher than both of those anyway, assuming the cards a 10xx series(minus the 1050/ti)

Related to your other post, 

It doesn't matter if you get a 1070ti that 'only' has a boost of a certain amount because you can overclock it and there are default (higher) boost settings as manufacturers can not overclock nvidia cards anymore.

On the same card? Yes, but if a card is advertised to have clock speed X and another one to have clock speed Y, chances are you can just overclock card X to card Y speeds.

 

Between different cards? No.

Stock clocks and boost clocks for 10 series nvidia cards are a joke tbh. All of them boost well above both. I have owned a 1070 and currently own a 1080ti. Both cards boosted to around 2ghz out of the box and that is true for most 10 series cards. You can even overclock to get it slightly higher but the gains aren't really massive tbh.

Also it would be good to note that cooling dies affect the boost of the gpu so you will want to get one with decent cooling. You don't need the best cooling just not a crappy cooler.

I always end up buying the model below the top model and just overclocking it.  My MSI Armor 1080 is running at 2101 on the clock, up from around 1600ish, on a full cover water block.  Essentially dont pay extra for a slight gain when you can get a larger gain by overclocking and paying less!
