We need more info if you want help. What country are you in, do you get charged sales tax on Amazon, and does that budget include peripherals and an OS?

A 1080ti is amazing for 4k, can push further than 60fps in a lot of games, but the 1080 is good enough for 4k 60fps.  EDIT: forgot link https://pcpartpicker.com/list/qvRTnH

As someone who owns that motherboard  I would advise you select a different one. It's pretty crap compared to other boards of similar price.

The 2600x is better than the 1700x for gaming so I would disagree with going for the 1700x over the 2600x.

I would stay away from msi all together for AMD. They made alot of really questionable boards with bad bios support especially for better ram speed compared to the competition. I generally like msi which is why I got my tomahawk in the first place but I regret the decision. Kinda goes with the territory of being an early adopter though as there wasn't very much information on the best boards when I bought mine.

That is going to take a while. Dx12 is the next api and it doesn't scale after 6 cores. Most games don't and there is little chance that even then it would beat the 2600x with all the improvements with memory latency and ram speeds the 2600x has. I mean you might as well get the 1700 instead of the 1700x if you were really dead set on getting an r7 but again it would be a mistake for gaming. I didn't get my r7 for gaming. I got it for heavily multithreaded calculations that reduced the time significantly.

you're paying for reliability, if you want to skimp out on this part then you can get the MSI board I recommended or an even cheaper b350.
