Intel turbo boost on a laptop problem

EVO 9

Hi ive got a gaming laptop with an i5 7300hq the chip is rated to boost up to 3.5ghz but never goes over 3.1ghz whilst being at 70°. Plz help

It is probably running at that temperature because it dials back the clock speed, if it went full turbo you would have thermals that may be too much for the chip. It is doing its job, it is ensuring it doesn’t overheat.
