Question about voltages

Hi, I'm not looking to OC, myself, I'm actually working on a program that detects what hardware you have on whatever it runs on (the first version is in C# using .NET Framework so for now that's only windows machines)
So, why am I posting here and not in the programming category? Because I have a question that's more appropriate to this category, its quite simple:
Does the Voltage of a CPU ever change during run-time? I'm asking because I am unsure as to whether or not I should have the CPU Voltage be updated during run-time in my code.

Changes constantly depending on load, if CPU drops down to 800Mhz voltage will drop alot too.  And under heavy loads you will encounter vdroop (vs not super heavy loads but still all cores at max speeds).  Even each different CPU will have different voltages set for different frequencies even if they are the same processor.

I spent $2500 on building my PC and all i do with it is play no games atm & watch anime at 1080p(finally) watch YT and write essays...  nothing, it just sits there collecting dust...
