Core i5 with 8-16GB of RAM and you're good to go. Just got a Vivobook 15 for around 700 CAD and it's been working great for me. Though I would probably recommend getting a SSD of some sort in it just to speed things up.

Is quad core needed or is dual core good enough

I think a dual core is fine provided it's hyper threaded. I've been using a dual core i7 until I got the Vivobook. Not to mention there are a ton of students out there with 13" MacBook Pros which are for the most part, still dual cores.

Vivobook is mediocre especially in terms of build quality and battery life. Acer Swift 3 is a good budget option.
