Can I use a HDMI splitter for my Xbox one to play keyboard and mouse or do I absolutely need a converter, if so, can someone please help me find a converter for less than $50?

You can't connect a keyboard and mouse via HDMI. That's what USB is for, but 99% of the games on the Xbox Juan don't support KB and mouse anyway.
