You are likely being bottlenecked by your CPU.

dont you think i should be able to get 100 fps + on everything on low with a gtx 1070?

the GPU yes, not with that CPU likely. Its a low tier CPU from 3 Generations old. My old 4690k was bottlenecking my 1070, so I know for certain your 4460s is bottlenecking your 1070. I would recommend you looking for a 4770 or 4790 to replace it with.

someone told me to get a Ryzen 5 1600 is it okay or should i get the ones you said

It's fine to get that CPU, you'll just need a new motherboard. If you're willing to buy a new motherboard, the Ryzen is a good choice. If you aren't interested in buying a new motherboard, go for one of the 4000 series CPUs they were recommending.

EDIT: The Ryzen is probably a better CPU, more cores and threads. It's also a newer platform with future upgradablility.

The thing your CPU and GPU are attached to. Do some research, but you're looking for a B350 motherboard for the Ryzen.

This the the best CPU i found to your motherboard and chipset. But i recommend you to upgrade to Ryzen, and just upgrade your motherboard. Because it is not worth it to upgrade to this cpu, with this price. Upgrade to a newer cpu (Ryzen) and buy a new motherboard!

You will need to have the same socket (LGA 1150) and the same chipset (BX80646I74790K)  If you have this as Chipset and Socket you don't need to upgrade your Motherboard. Just remember that you may need a new cooler.
