Can the MSI B350 Tomahwk handle 3866mhz RAM?

You can use 3866MHz RAM in it but you may not be able to run it at those speeds and will have to clock it lower.

Wouldn't suggest buying MSI AM4 boards

 

Why/How are you buying RAM that fast for a B350 board?

No. It took MSI about four months of BIOS updates for the MORTAR to maintain stability at 3200MHz during POST, with little support beyond that.

Anything above 3200 MHz is not guaranteed to work. Even 3200 can be tricky at times. This applies to all AM4 boards, not just MSI or B350. 

Also, if you are still picking your parts, go with a different motherboard manufacturer, best options are Asus and AsRock for AMD (My mobo was an aesthetic choice and was also limited by what there was here)
