Neither will bottleneck a 1060. That said, the 8400 can run on cheaper chipsets whereas the i3 requires a Z370 board to not be a complete waste (which it kinda is anyway).

Neither of them will bottleneck a 1060, and the 8400 is definitely a better choice. Save money on the board and just get a decent $30 cooler, it'll last you for a good while for gaming. There's no reason to really get the 8350k and a Z370 board, if you plan to OC and spend extra for it, may as well get an 8600k.
