400c removing power supply

No it will not. There's zero ventilation for it on that case, as @seon123said. The 400C has no ventilation for the PSU if the fan isn't down.

 

There are lots of other reasons to not leave the fan face up, even on carpet (just put a block of wood under it), but in OP's case, if he wants to leave it like it is then he needs to remove the shroud.

Hi, i want to put the power supply correctly (i have it in the 400c with the exhaust fan looking up,  noob error), and i want to know if i need to move the motherboard for reinstalling it correctly.

 

If i can't and i need to remove the motherboard, when i remove it and the cables i can't lose data? or something? (just removing cables like Sata, Fan, 24 pin, 8 pin, etc.?

 As long as none of your hardware is overheating or thermal throttling, I'd just leave it the way it is. It's not hurting anything.
