Why would that be necessary? Your motherboard's header has that capability built in place for controlling the speed of the fans via DC voltage control.

However, as @W-L said, those were solving a problem you rarely find these days (like direct to PSU fan connectors). Are you sure you have it?

You can configure the curve to base it on temps but if you want a manual controller most just connect directly to the PSU for you to vary the voltage.
