Does this only happen in the Blizzard launcher? If it happens elsewhere too, make sure that your network drivers are installed and up-to-date. If it only happens in the Blizzard app then it may be a bug with the app or it may be processing or decompressing the data as Electronics Wizardy said.

Then it may just be a bug with the Blizzard app. If the downloading finishes OK and everything is alright and works and the CPU usage comes down after downloading then it should be OK. If it is a bug, hopefully Blizzard will release an update to fix it soon. I see many other people complaining about the same issue with very similar system specs to you so it seems that it is a bug and that you are not the only one.

What are the temps? As long as they are under 85C it should be fine. I believe that modern Intel CPUs can withstand up to 95 - 100C heat before throttling.
