issues with task bar

hello, I had Nordvpn and nexus mod manager pinned on my task bar but I never use them so I went to unpin it and the icons went away but it still acts like something in pinned as it takes up a space, so it looks like there is a blank box in between the icons you cant click it but if you right click it, it will act like the icon and show the options for them, and it will say pin not unpin so it is not pinned.

i closed the programs in task manager as some services for them where still running and I thought that might fix it but it did not.
