Sounds like corrupted system files to me.

You could do an sfc /scannow, but I've never actually seen that do anything so some other suggestions:

 

First just try a system restore to a date before this started to happen.

 

If that doesn't help, hold shift while clicking the restart button in windows.

When you to the blue screen with options, try to repair windows from there.

If that doesn't work, try booting to a windows USB installer that you can make with the media creation tool on the microsoft site and try repairing windows from there.
